The Center for Voting and Democracy
projected, based on analysis of past results, that
68 seats are competitive, defined as "potentially in play;" 32 held by
Democrats and 36 by Republicans. Further the Center projected that
a grand total of 13 House seats are vulnerable, defined as "likely to change
hands in 2004 in a 50-50 national vote." All 13 were held by Democrats,
but two subsequently switched to the Republican party: Ralph Hall (TX-4)
in Jan. 2004 and Rodney
Alexander (LA-5) on Aug. 6, 2004. The
Center's projected "vulnerable" seats included:
