Center for Voting and Democracy report "Monopoly Politics"

The Center for Voting and Democracy projected, based on analysis of past results, that 68 seats are competitive, defined as "potentially in play;" 32 held by Democrats and 36 by Republicans.  Further the Center projected that a grand total of 13 House seats are vulnerable, defined as "likely to change hands in 2004 in a 50-50 national vote."  All 13 were held by Democrats, but two subsequently switched to the Republican party: Ralph Hall (TX-4) in Jan. 2004 and Rodney Alexander (LA-5) on Aug. 6, 2004.  The Center's projected "vulnerable" seats included:
