Notes and Observations: Citizens United is a conservative, grassroots lobby located in Sterling, VA.  David N. Bossie is President and Floyd G. Brown is Chairman of the Board.  Bossie's experience includes service as Chief Investigator for Chairman Dan Burton's Committee on Government Reform and Oversight in the U.S. House of Representatives, Sept. 1996-1998, and authorship, with Floyd Brown, of Prince Albert: the Life and Lies of Al Gore (2000) and Slick Willie: Why America Cannot Trust Bill Clinton (1992).  Brown produced the notorious Willie Horton ad against Michael Dukakis in 1988.
