October 29, 2002.  President George W. Bush signed the Help America Vote Act of 2002 in a ceremony in the Dwight D. Eisenhower Executive Office Building.  "[T]hrough these reforms, the federal government will help state and local officials to conduct elections that have the confidence of all Americans," Bush said.
