	Sacramento, CA. March 14, 2003--Sen. Kerry spoke at the Chair's welcome reception on the night before the full convention sessions. There were severals shouts of "No war, John. No war." Addressing the issue, Kerry stated, "The United States of America needs to be serious about how we deal with the issue of proliferation, but the United States of America in the conduct of that use of potential force needs to respect international institutions and build support..." "As I said in my speech on the floor of the United States Senate and as I have said everywhere across this country, the United States of America should never go to war because it wants to, we should go to war because we have to."
