January 10, 2004 -- A few days before the January 13 non-binding primary, Dean supporters gathered downtown for a rally featuring Congressman Elijah E. Cummings (MD-7).  In the back of the room several people collected signatures to put Dean on the ballot in the next phase of the DC campaign--and the one that counts--the February 14 ward caucuses.
