November 21, 2002--Howard Dean received a "Public Official of the Year" award from Governing magazine, which termed him a "frugal crusader."   At this time Dean was ramping up his campaign, having named Rick Ridder as campaign manager a day earlier and doing fundraisers in New York City on the 20th and Washington, DC earlier in the evening.
