March 2, 2004 Democratic Primary
Democratic and Decline to State voters may participate.
Determines 370 delegates

-241 chosen by congressional district: 53 CDs x 3-6 delegates per district.
Any candidate receiving 15% or more of the vote in a CD gets a delegate.

Presidential candidates held individual caucuses in each of the state's 53 congressional districts.  Democrats committed to one or another of the candidates can run to be delegates at these caucuses and will be ranked, first, second, etc.  Then, depending on how their candidate fares, the top female and male vote getters can become delegates to the National Convention.
