Each county Democratic Party in Tennessee held county level public meetings to elect delegates to Congressional District Conventions.  At these Congressional District Conventions, District-level Delegates to the National Convention were elected based on the proportion of the vote the candidate received in the Presidential primary.  The At-Large, PLEO and add on Delegates were selected by the State Democratic Executive Committee at a meeting on March 6, 2004 in Nashville.
