Virgin Islands used a Caucus System to elect the At-Large delegates.  The Caucus was held on April 17, 2004 consisted of two separate sessions held simultaneously.  One session was held on the island of St. Thomas for members of the Democratic Party of the Virgin Islands residing in the election district of St. Thomas/ St. John, and one session was held on the island of St. Croix for members of the Democratic Party of the Virgin Islands residing in the election district of St. Croix.
