Delivering Speech on Foreign Policy and Terrorism


	October 7, 2002. Sen. Edwards called for creation of a new domestic intelligence agency in a speech at the Center for Strategic and International Studies. He also denounced the Bush administration for pursuing a foreign policy of "arrogance without purpose." Later this same day President Bush delivered a major speech outlining the threat posed by Iraq.
