Mid-November 2004.  At the West Front of the U.S. Capitol work is underway to prepare the platform on which President George W. Bush will be sworn in for his second term.  Sen. Trent Lott (R-MS), Chairman of the Joint Congressional Committee on Inaugural Ceremonies (JCCIC), presided over a nail-driving ceremony back on October 6.
