Chairing an Oceans, Atmosphere and Fisheries Subcommittee hearing
May 9, 2002--Sen. Kerry chairs the Oceans, Atmosphere and Fisheries Subcommittee of the Commerce Committee.  In this oversight hearing the Subcommittee covered management of the National Marine Fisheries Service.  Kerry said the management system is in "deep crisis."  "We need to make this management system work," he said, citing the need to weigh conservation, societal needs and economic impacts.  Kerry noted that, "The funding has never matched the job that we are requiring people to do."  In the first panel, Senators heard from Dr. William T. Hogarth, Assistant Administrator for Fisheries of the National Marine Fisheries Service and Mr. David Benton, chairman of the North Pacific Fishery Management Council.
