"Safe and Sound: Strengthening American Security Today"
February 14, 2003--In a speech on homeland security delivered to the Elliott School for International Affairs at the George Washington University, Sen. Lieberman faulted the administration's leadership on the issue and called for an additional $16 billion in spending, including $7.5 billion for local first responders.  He said a Frontline Homeland Defense Initiative is needed to help first responders with training, communications, information, and funding.
