Helping Democratic Candidates and State Parties
The ability to raise money is one important indicator of a presidential prospect's viability should he or she decide to enter the race.   Another point to watch is how the money is spent.  By effectively distributing money to candidates and party committees in key states a presidential hopeful can build up a reservoir of good will.  Note that there are many other ways to curry favor that are not reflected in the numbers of leadership PACs' financial reports.  For example, instead of simply making a $5,000 contribution, a presidential prospect can headline a fundraiser that will bring in tens of thousands of dollars for the candidate or the party.  Or he can invest the time and go out and stump with a candidate.  (see Iowa visits and New Hampshire visits)

Overview: Of the leadership PACs examined, DASHPAC and ROCPAC were the most active in supporting Democratic candidates and causes during this period.  Leadership '02 and the Citizen Soldier Fund were not active in making contributions.  The five active committees examined put $36,000 in direct contributions into Iowa candidates and the state party and $54,000 in direct contributions into New Hampshire candidates and party committees.

Smith Commercial Realty, and so forth.

Overview: Looking at contributions and other activity, Gephardt and Lieberman were most active in supporting Democrats in the Hawkeye state during this period, although Gore's speech attracted the most attention.
