Helping Democratic Candidates and State Parties
The ability to raise money is one important indicator of a presidential prospect's viability should he or she decide to enter the race.   Another point to watch is how the money is spent.  By effectively distributing money to candidates and party committees in key states a presidential hopeful can build up a reservoir of good will.  Note that there are many other ways to curry favor that are not reflected in the numbers of leadership PACs' financial reports.  For example, instead of simply making a $5,000 contribution, a presidential prospect can headline a fundraiser that will bring in tens of thousands of dollars for the candidate or the party.  Or he can invest the time and go out and stump with a candidate.  (see Iowa visits and New Hampshire visits)


Overview: Among the leadership PACs examined, ROCPAC continues to lead the way in supporting Democratic candidates and causes.  Leadership '02 has yet to enter the field.

For Leadership '02, payroll payments to 10 people totaled $104,724 and there were $71,627 in payroll taxes and $5,308 in Blue Cross insurance on top of that. ROCPAC salary payments to 5 people totaled $45,776.  Exec. Dir. Sherry Brown (Winning Edge-$44,465) and Finance Dir. Fran Katz Watson ($20,400) were paid as a consultants.  Payroll taxes and services totaled $27,138, and Blue Cross $3,211.  Other consultants included FG Squared/Daniel C. Higgins of Austin for website ($7,836); Baer Communications ($7,000); and Research for Message ($6,000).


Iowa
Overview: Amanda Ragan, the Democratic candidate in the March 12 State Senate District 10 (Mason City) Special Election, garnered a variety of support.  In terms of the overall picture of campaigning and contributions, Gov. Dean was most active of the presidential prospects in the Hawkeye State during this quarter.

New Hampshire
Overview: Democratic candidate John Kacavas, who ran to fill the Executive Council seat vacated by Tom Colantuono, was the hot ticket in New Hampshire this quarter. Presidential prospects provided a range of support, but Kacavas was defeated by former Manchester Mayor Ray Wieczorek (R) in the March 12, 2002 election.  As in Iowa, Dean was very active in New Hampshire during the first quarter, helping out Democrats on four trips to the state.
