In Fall 2003 the Dean campaign faced a
major decision of whether to accept or opt out of federal matching funds.
Dean delivered a speech outlining the choice on November 5, 2003 and announced
he would put the matter to a vote of his supporters. They overwhelmingly
approved the decision to opt out of public matching funds. The campaign
framed the decision as something of a second American Revolution.
On November 8, 2003, it staged an event in Burlington to sign a "declaration
of independence from special interests." The press release describing
this event was headlined "The Tea is in the Harbor," a reference to the
Boston Tea Party.
