60 seconds for each answer and rebuttals of 30 seconds may be allowed at
the moderator's request and/or a candidate's. There were three commercial
breaks.

Notes and Observations:
This was the first debate in which Wesley Clark participated so much of
the media's attention focused on him. However, the other candidates
steered away from criticisms of Clark. |
