Delaware Democratic Presidential Primary

On April 3, 2003 the Delaware State Senate voted 19-1 to approve Senate Bill No. 54, legislation to move the presidential primary from the Saturday following the New Hampshire primary to the first Tuesday in February in an effort to "stimulate candidate and voter participation."  On June 25, the House approved the measure by a vote of 40 to 0, and the Governor signed it into law on June 30.  Rules governing primary elections are set out in Title 15, Chapter 31 of the Delaware Code.
