On March 31, 2003, Gov. Tim Pawlenty and a bipartisan group of party leaders and elected officials announced support for legislation to move the caucuses from the first Tuesday in March to the third Tuesday in February (February 17, 2004, the same day as Wisconsin's primary). The legislation, which would also have moved the primary election from the second Tuesday in September to the second Tuesday in June, was advanced by Sen. Linda Scheid (DFL) and Rep. Ron Abrams (R). Despite broad support the measure became tied up in the House. A final effort to move the caucus date ended when the DFL Central Committee took up the matter at its Sept. 20, 2003 meeting but voted it down.
Minnesota was one of ten states holding contests on March 2.
