Delegates Go to Candidates Achieving at Least 15% of the Vote
How these delegate slates were determined:
1. Individuals  filed  statement of candidacy (NHDP form) to be a district-level delegate with the NHDP by January 2, 2004.  Candidates for Delegate.
2. By January 9, 2004 candidate's authorized representative returned to NHDP a list of approved candidates.
3. Each campaign conducted a pre-primary caucus in each CD on January 10, 2004 at 10 a.m. determine its delegate slates.
