-DNC-sanctioned debate hosted by Governor Bill Richardson and members of the Congressional Hispanic Caucus at the University of New Mexico in Albuquerque, NM on Thursday, September 4, 2003, broadcast by Univision and PBS stations. 
On April 8, 2003 Gov. Richardson signed HB 1039 into law.  The bill, introduced by Rep. Edward Sandoval (D), gave the parties the option of selecting delegates through a presidential preference primary held on the same date as the state primary (as has been done in past) or "in accordance with the selection procedure" of the party. 

On July 19, 2003 the Democratic State Central Committee approved a plan to hold a presidential preference caucus on February 3. 

The Democratic Party of New Mexico opened 166 caucus locations (for 1,400-plus precincts) around the state and spent about $270,000 to run the caucus.  Major expenses included the contract with the accounting firm (REDW, Albuquerque) to absentee vote, printing costs, and staffing.

Deadline to register to participate in the Feb. 3, 2004 presidential preference caucus: Dec. 30, 2003.
