(Started Aug.15, 2004, mostly worked out of the Quad Cities)  Since 2001 McNeil has run a one-person PR business in the Quad Cities.  In the lead-up to the Illinois primary, Sept. 2003-Jan. 2004, he worked for the Kerry for President campaign as downstate advisor, recruiting and organizing delegate slates.  Prior to moving to the Quad Cities, McNeil served as press secretary to Comptroller Daniel Hynes and for House Speaker Michael J. Madigan and the Illinois House Democrats as assistant director of communications and issues evelopment staffer.  Worked on U.S. Sen. Dick Durbin's 2002 re-election campaign.  Directed several House Democrat campaigns in downstate Illinois during the 1990s.  Part-time newspaper columnist.  Former Statehouse reporter for "Illinois Issues" magazine.  Graduate of Macalester College in St. Paul, MN, and the University of Illinois in Springfield with a degree in public affairs reporting.
