Martin Frost: The Plan to Win
ORGANIZING TO WIN ELECTIONS:
To build an organization that wins elections, the DNC must do more
than manage Party constituent groups in anticipation of a Presidential
race.
- Conduct a "National Audit" of all partisan offices to develop a
strategic plan to win races at the local, state and congressional
level.
- Coordinate nationwide and regional polling with state
parties, the DSCC and DCCC to develop effective targets for candidate
and party message at the state and local level and provide guidance to
party spokespersons.
- Provide seed funding, staff assistance and strategic
planning to energize and organize state parties to help their efforts
to elect Democrats in key races at every level.
- Develop state-by-state campaign plans targeting statewide,
Congressional and downballot races.
INVOLVE STATE AND LEGISLATIVE LEADERS TO DELIVER OUR MESSAGE:
- Develop a Strategic Communications Plan to utilize the talent of
incredible Democrats to deliver a message that reflects the values of
our party.
- Involve state and local Democratic leaders and
officeholders, along with congressional and legislative candidates who
must campaign every two years, to provide the “ground up” framework for
effective statewide and national efforts.
COORDINATED FUNDRAISING:
- The DNC and state parties have seen success in small dollar
programs through direct mail and telemarketing solicitation, yet we
have yet to tap the full potential of the Internet. But instead of the
DNC competing with state and local party efforts to raise needed funds,
it’s time the DNC worked on a state-by-state basis to share fundraising
data, expertise and coordinate joint programs and events to allow state
parties to fund key programs and participate fully in joint efforts
with the national party.
- The DNC will make funding state parties as much of a priority as
funding the national party.
ACCOUNTABILITY:
The DNC Chair should provide an annual State of the Party report
which includes an explanation of national committee income and
expenditures, a budget for the coming year, a detailed summary of
political activity, and a proposed “Chairman’s Goals” agenda. The
State of the Party Report should be reviewed, commented upon, and
approved by the Executive Committee.
