2004 Election Cycle
After Sen. John Kerry gained standing as the party's all but certain presidential nominee in March he put his stamp on the DNC with a number of appointments to key positions.  More people were added as the year progressed.  In the last month and closing weeks many people went out to work in battleground states.  This listing is compiled from many sources and conversations and is intended as a detailed sketch of the DNC organization as of Oct. 2004.

NINE ELECTED OFFICERS
Chairman Terry McAuliffe
Elected Chairman in February 2001.  McAuliffe has served as Finance Director of the DNC and the Democratic Congressional Campaign Committee; National Finance Chairman and then National Co-Chairman of the Clinton-Gore re-election committee; Chairman of the 53rd Presidential Inaugural Committee; and chair of the Democratic National Convention in Los Angeles.  He went to work on the Carter-Mondale reelection campaign after earning his undergraduate degree from Catholic University.  In 1984 he earned a J.D. from Georgetown Law Center.  McAuliffe grew up in Syracuse, New York.

Linda Chavez-Thompson - Executive Vice President of the AFL-CIO, elected at the federation's 1995 convention and re-elected in 2001; served as an AFSCME international vice president, 1988-96.
Gloria Molina - one of five members of the Los Angeles County Board of Supervisors, elected Feb. 1991; previously served on the Los Angeles City Council and in the State Assembly.
Lottie Shackelford - appointed by President Clinton to the Board of Directors of the Overseas Private Investment Corporation (OPIC), 1993; first woman elected Mayor of Little Rock, 1987. 
Wellington Webb - served three terms as Mayor of Denver; first elected in 1991.
Mark Brewer - elected Chair of the ASDC in June 2003.  Elected Chair of the Michigan Democratic Party in Feb. 1995, re-elected in Feb. 1997, Feb. 1999, and Feb. 2001; elected Executive Chair in Feb. 2003.

Secretary Alice Travis Germond
Has served the Democratic Party for over 40 years.  Director of Party and Government Affairs and Site Selection at the DNC, 1992-95.  Held senior positions in the campaigns of Jerry Brown, Gary Hart and Michael Dukakis and was California Political Director for Clinton/Gore in 1992.  She has participated in every National Convention since the 1974 mid-term Charter Convention.
 
 
National Finance Chair Maureen White
Serves as a US Government Representative to UNICEF and as the Chairman of the Leadership Council on Children Affected by Armed Conflict.  Sits on the Boards of Human Rights Watch and the International Rescue Committee. Prior to beginning her career in human rights work, White worked as an international investment strategist as a partner at Clay-Finlay.  She is the wife of Steve Rattner, co-founder and managing principal at Quadrangle Group, LLC, a private investment firm.

(announced March 13, 2004)  Moved to DNC from position as Finance Director of Kerry for President, Inc.  Maroney served as Finance Director from the start of the campaign and has been Kerry's Finance Director since September 1997.  Previously, Maroney served as Finance Director for Rep. Joe Kennedy (D-MA) from 1992-97.  Maroney started out under the current Democratic Party Chairman, Terry McAuliffe, working for former House Minority Leader Richard Gephardt as Deputy Finance Director in 1991.  He is  a 1990 graduate of Rollins College with a B.A. in History and is originally from Philadelphia.

Headed up fundraising for the DNC's new headquarters and technology infrastructure upgrade.  Fundraiser for the Clinton Presidential Library and Archives.  Worked in the White House Office of Public Liaison, focusing on business outreach, for two years following the 1996 campaign.  Worked on Bill Clinton's presidential campaign starting Nov. 1991 in New Hampshire and continuing through later primaries, the convention and the general election in Kentucky.  Graduate of Marist College with a degree in political science, 1991; Master's in international political economy from the London School of Economics, 1999.
 
 
 
Chief Operating Officer Josh Wachs
Previously Chief of Staff to Chairman McAuliffe and before that, from 1999-2000, Deputy Executive Director of the DNC.  He joined the DNC in 1997 as Mid-Atlantic and Northeastern Political Director.  Prior to joining the DNC, Wachs spent a number of years managing campaigns around the country.

General Election Manager Michael Whouley
(named by Kerry)  Boston native.  Partner in the Dewey Square Group, which he founded.  Chief political strategist at the DNC during the 2000 general election.  Oversaw strategy and field operations in Iowa and NH for Gore 2000.  National campaign manager for Vice President Gore in the 1996 re-election campaign.  National field director for Clinton/Gore '92, then worked on the transition.
Whouley took over from John Sasso in September.  (Sasso switched to traveling with Kerry.  He had been announced as General Election Manager on April 2, 2004-"to represent John Kerry at the DNC and work with Mary Beth Cahill, Chairman Terry McAuliffe, and his team to manager general election activities and coordinate the DNC's efforts with the Kerry campaign."  Sasso is President of Advanced Strategies, a business consulting firm specializing in government affairs and communications.  Helped manage Gov. Michael Dukakis' 1988 presidential campaign; served as Dukakis' chief of staff, 1983-87.  Sasso's deputy was John Giesser).

(started after the Democratic National Convention)  President and founder of CA. Benton Associates, a Washington, DC political and public affairs consulting firm.  In the 2000 cycle, Benton served as the Mid-Atlantic political director for the DNC, overseeing the coordinated campaigns for Pennsylvania, Maryland, Delaware, West Virginia, Virginia, Ohio, and the District of Columbia.  Benton has managed and advised Democratic candidates and officeholders in their campaigns for office at the local and state levels.  In 1994, she managed Maryland Attorney General J. Director, Office of GLBT Outreach Eric J. Stern
(started July 14, 2003)  Prior to joining the DNC, Stern was Dorot Law Fellow at the Alliance for Justice (AFJ) in Washington, D.C.; he worked on AFJ's Judicial Selection Project. Stern earned his law degree from Northeastern School of Law, 2002.  While in law school he worked for the U.S. Department of Justice-Civil Rights Division; the Whitman-Walker Clinic in Washington, D.C.; the Children's Law Center, Inc.; and Human Rights Campaign (HRC).  Stern led the Marietta College (Ohio) Young Democrats, and volunteered on the 1994 and 1996 campaigns Rep. Ted Strickland (D-OH) and the 1996 Clinton/Gore campaign.  He also interned for Project Vote.
 
Office of Asian Pacific Islander American Outreach Denise Lee
(announced May 3, 2004)  For the past three years, Lee has served as Legislative Aide and Legislative Correspondent for Congressman Xavier Becerra (CA-31), an Executive Committee Member of the Congressional Asian Pacific Caucus (CAPAC).  Among other duties, Lee advised Rep. Becerra on issues pertinent to the APIA community and staffed the Congressman during his Ad Hoc Committee Chairmanship to Revise the Bylaws for CAPAC.  Lee is a graduate of the University of Maryland, College Park.
 
Director of Youth Outreach Dan Geldon
Executive Director of College Democrats of America.  From Bethesda, Maryland.  Graduate of Amherst College in Massachusetts.  He served as president of the Amherst College Democrats, an officer on the College Democrats of Massachusetts, National Communications Director of CDA and National Vice President of CDA.  In 1999 he interned for Rep. Bill Luther (MN-6) and in the Gore 2000 national headquarters.  In 1998 he organized students through his high school's Young Democrats and served as a GOTV Coordinator for congressional candidate Ralph Neas (MD-08).
 
Director of Religious Outreach Alexia Kelley
Came to the DNC from position as Director of Program Development at Environmental Resources Trust, Inc. an organization "implementing economic ideas that address today’s environmental challenges." "She has served with nonprofit organizations committed to poverty reduction, the environment, and social justice." She worked at the Catholic Campaign for Human Development and launched its development program.  Master's degree in theological studies from Harvard University.

Director of Native American outreach for the Kerry/Edwards campaign.  On four and a half month leave of absence from position as director of support services for the Confederated Salish and Kootenai tribes (Northern Montana); ran the tribal substance and alcohol abuse program for about eight years.  Taught at the Two Eagle River School for three years.

Senior Advisor African American Outreach Janice Griffin
(named by Kerry; announced April 16, 2004) Serves on the Board of the CBC Political Action Committee.  Headed Vice President Gore's leadership PAC, Leadership '02, after serving as Secretary of Gore/Lieberman 2000 and as Director of African American Outreach.  At the DNC she served as chair of the Women's Leadership Forum and helped to found the Women's Vote Center.
 
 
 
Deputy Field Director Matt Nugen
(liaison field, political and other departments)  Director of delegate operations for Sen. Joe Lieberman's 2004 presidential primary campaign, announced Feb. 10, 2003.  Served as Vice President of Operations for Kwame Building Group, Inc.  In 2000, he was Deputy Chief Operating Officer for the 2000 Democratic National Convention in Los Angeles.  From 1998-2000, Nugen was the Deputy Director and then the Director for the Office of the Secretary at the DNC. He is a former Manager and Spokesperson for Space Science at NASA and served on the Presidential Commission on the Shuttle Challenger Accident.  Bachelors and Masters degrees from Howard University.  Marshall has produced commercials and films for groups as diverse as the Congressional Black Caucus, the Pentagon, Miss America, Clairol, Kenneth "Babyface" Edmonds, and the Montel Williams Show.  His 1999 film "Journey: The Black Astronaut", aired on PBS, earned him the Program of the Year Award from the American Association of University Women.

According to Hal Malchow, in 2004 the DNC sent out 62 million pieces of prospecting mail ("huge" compared to 2000) and achieved a net on that of $13 million.  Malchow said the DNC "mailed every Democrat in America that we could identify over the age of 45, twice."

(announced July 23, 2004)  An ordained minister in the Christian Church (Disciples of Christ), and most recently served as Executive Director of the Clergy Leadership Network, a coalition of clergy of all faiths.  Peterson holds an undergraduate degree from Georgetown College, a small Baptist liberal arts school in Georgetown, KY, a Masters in Communications from the University of Kentucky, and a Masters of Divinity from Lexington Theological Seminary.  Prior to serving in ministry, she was a professional speaker affiliated with the National Speakers Association.

General Election Manager Michael Whouley
Boston native.  Partner in the Dewey Square Group, which he founded.  Chief political strategist at the DNC during the 2000 general election.  Oversaw strategy and field operations in Iowa and NH for Gore 2000.  National campaign manager for Vice President Gore in the 1996 re-election campaign.  National field director for Clinton/Gore '92, then worked on the transition.
Took over from John Sasso in September.  (Sasso switched to traveling with Kerry.  He had been announced as General Election Manager on April 2, 2004-"to represent John Kerry at the DNC and work with Mary Beth Cahill, Chairman Terry McAuliffe, and his team to manager general election activities and coordinate the DNC's efforts with the Kerry campaign."  Sasso is President of Advanced Strategies, a business consulting firm specializing in government affairs and communications.  Helped manage Gov. Michael Dukakis' 1988 presidential campaign; served as Dukakis' chief of staff, 1983-87).

National Finance Co-Chair Peter Maroney
(announced March 13, 2004)  Moved to DNC from position as Finance Director of Kerry for President, Inc.  Maroney served as Finance Director from the start of the campaign and has been Kerry's Finance Director since September 1997.  Previously, Maroney served as Finance Director for Rep. Joe Kennedy (D-MA) from 1992-97.  Maroney started out under the current Democratic Party Chairman, Terry McAuliffe, working for former House Minority Leader Richard Gephardt as Deputy Finance Director in 1991.  He is  a 1990 graduate of Rollins College with a B.A. in History and is originally from Philadelphia.

Jeanne Shaheen’s 2002 bid for the U.S. Senate.  Political director for Shaheen’s 2000 race for Governor.  Prior to that, Hicks served as Shaheen’s Health Policy Advisor.  From 1993-97, she served as executive director of New Hampshire Citizen Action.

Notes.
How did the party determine who would be the key coordinated campaign staff in the various states?  It was rather more difficult and drawn out than the selection of the Kerry-Edwards state directors, which was largely done by Deputy Campaign Manager Steve Elmendorf, National Field Director John Norris and Senior Political Advisor Paul Rivera.  At the DNC there were frequent slotting meetings beginning in late March or April and continuing well into the summer.  These sometimes involved 15 or 20 people, including, from the DNC, General Election Manager Michael Whouley, Field Director Karen Hicks, Director of Political Strategy Teresa Vilmain, Political Director Amy Pritchard; and from the Kerry campaign Elmendorf, Norris, Rivera, Deputy Campaign Manager Marcus Jadotte, Senior Strategist Jill Alper, and Director of Community Outreach Mona Pasquil.  They gathered and set out all the states and all the open positions.  In some cases there was an obvious choice and in others it was not so obvious.  The meetings could be a bit painful as participants drew upon their Roledexes and tried to recall who was the field director in one race or the political director in another.  Then the person had to be contacted; in some cases lobbying was required and in others the individual declined.

How could the Democratic organization have been improved?  The resounding answer at the national level and in the states is "start earlier."  In a sense the DNC operates under the premise cannot name people or put organization in place until the nominee is selected.  Meanwhile on the ground out in the states Republicans started organizing months earlier and this gave them a very significant advantage.

The integration of the presidential campaign staff into the DNC operation also posed a significant challenge.  A relatively junior staffer said that from her view "it was as if we'd been invaded by, if not a hostile force, then a moderately friendly opaque force."  The staffer said it would have been helpful to have "had spent a little extra time mapping that out or...at least had an honest conversation about the coming changes."  She explained:

"The problem really is how the Party (either party) can't relate to the candidates until there is only one candidate -- the nominee. You are taking two completely separate pieces of election machinery and attempting to jam them together on an accelerated schedule.  You go from having a chairman in his square and a campaign manager in his square to having a general election manager and the chairman taking a backseat.  The shift of loyalties -- at least professionally if not personally -- has to be instantaneous."
Some important elements fell by the wayside or did not gain attention until quite late.  For example, the director of targeted communications (persuasion mail and phones) only started after the Democratic National Convention.  A plan for radio never did develop, while the RNC used the medium to considerable effect.

2004 marked the first time DNC undertook a national field program.  A top staffer suggested a far more decentralized approach, more respectful to the key people on the ground, would have been helpful.
