For most of the likely presidential candidates, New Hampshire is easier to get to than Iowa and the state is more compact, so it tends to get more visits than does the Hawkeye State.  Further, Sen. Lieberman and Gen. Clark are campaigning in New Hampshire, but not Iowa.  All told major candidates put in over 300 days campaigning in New Hampshire in 2003.  They have also built up extensive organizations over the past months.
