On December 4, 2002, Sen. Kerry filed papers with the FEC establishing
John Kerry for President Inc., an exploratory committee. James M.
Jordan served as the national campaign manager through November 9, 2003;
he was replaced by Mary Beth Cahill, who previously served as chief of
staff to Sen. Edward Kennedy.

The campaign signed the lease for its Manchester headquarters
in mid-April 2003
and was moved in by the beginning of May; it has about
6,000 square feet.
Founded and practices law at
Shaheen & Gordon, a law firm with offices in Dover and Concord, and
York, ME. Shaheen served U.S. Attorney for New Hampshire, 1977-81 and as
judge of the Durham District Court 1981-96. He oversaw wife Jeanne
Shaheen's three campaigns for governor in 1996, 1998 and 2000. Shaheen
served as co-chairman of Jimmy Carter's 1976 NH primary campaign and as
chairman of Al Gore's 2000 NH primary campaign.
